He was born September 5, 1969, in Craven County to Carolyn Dixon Fulmore and the late George Roscoe Fulmore

He is survived by his mother, Carolyn Dixon Fulmore of New Bern, NC; one son, Joseph Antoine Kinsey of Greenville, NC; two daughters, D'Aja Ragine Fulmore, of New Bern, NC and D'Amba Simone Fulmore of Trenton, NC; one brother, Rascoe Fulmore and one sister, Sonya Fulmore of New Bern, NC; 4 grandchildren, other relatives and friends. 

The Service celebrating his life and legacy will be held 2:00 PM Sunday, October 22, 2023, from the sanctuary of Bryant Chapel AME Zion Church 506N.Main Street, Cove City.

Burial will follow in the Coastal Carolina State Veterans Cemetery, Jacksonville
